Generally, an SEO campaign will take around 6 to 18 months before we can see the desired results—commonly getting ranked on the first page of Google—, but it can be much faster (I got several clients reached the first page of SERP within just 3-4 months) and slower (more than a year) depending on many different factors.

For the first question, if it’s a brand new site, you don’t need to perform SEO audit and use the best practices within the SEO audit criteria to build your website (hopefully it’s clear enough?). Basically we reverse-engineer the audit concept and use the same criteria to develop the website. So, for example based on what I discussed in the article above:

Technical best practices: ensure your new site is mobile-responsive, optimize load speed, use proper coding, enable browser caching, etc. 
Structure best practices: Use proper XML sitemap, optimize your site’s crawl budget, optimize Titile Tags and META description, etc.
UX best practices: proper layout, optimized navigational menu design, etc. 
Content marketing best practices: make sure your content is valuable for your human readers, check readability, etc.

Unfortunately, best practices for web design is a very broad subject on its own, so I can’t really explain all the different elements here.
