You are correct that if you are planning to start a brand new site, you can simply follow the SEO best practices (the principles) included in each of the SEO audit steps in this article.

For example, follow the steps included in the “Check Your Site’s Load Speed Section” when developing your site: choosing the right hosting service from the start can save you a lot of money and time, make sure to enable browser caching from the start and optimize (compress) all images, proper coding, and so on. 

Basically, you can reverse engineer this SEO audit checklist to create something like “SEO best practices checklist” (probably I’ll cover this in another content, thanks for the idea!).
